A force wipe resets every official and most community servers simultaneously. Player progress, buildings, items, and blueprints are all wiped. It's when Rust releases its monthly content update.
A blueprint wipe (BP wipe) also resets crafting knowledge — these don't happen every month. Server owners choose when to BP wipe, though Facepunch typically does one alongside major updates.
Individual servers may also run their own wipe cycles (weekly, biweekly, monthly) independent of force wipes. Check the server description in-game for custom schedules.
